Prestaged Media Cached Applications appear to still get downloaded

I am currently creating a prestaged media. I have selected all the applications referenced within the chosen task sequence to be cached into the wim image. The image is 40gb so they are definately included.

After applying the wim and shuting down the computer it is rebooted from the disk with network enabled, the same task sequence chosen for the prestaged media being deployed to it as available for unknown computers. 

This functions as expected, both partitioning the disk and applying the OS are skipped but then when it comes to installing the apps, of which the cached versions are the current versions it appears to re-download all the content. The apps are included in sub-folder package IDs in C:\SMS\PKG but again they get downloaded to C:\windows\ccmcache. It could be that they are just copied to this location, but I definately think they are being downloaded as it takes some time, you see the bits transfer temp files and the CITaskMgr.log has entries such as:

Has anyone else experienced this issue or know what could be the problem?

We are using Config Manager 2012 R2 CU4.
