I am trying to deploy Windows 7 to a computer and my task sequence is failing when attempting to restart in WinPE.

I see others have these problems building and capturing a reference operating system, but I'm not doing that. I'm deploying a OS Deployment task sequence that's been in production for 3 months.
For what it's worth, this is a new system that came with Windows 8.1 installed. Normally, I would boot to a CD and image the computer, but my purchasing agent accidentally ordered this computer without an optical drive. I connected it to my network and waited for SCCM to install the client.
